PEDRO GINESTAL TAVARES DE ALMEIDA nasceu em Lisboa, em 1956. É licenciado em História (1981) e doutorado em Sociologia Política (1995). É professor catedrático e, desde 2009, director do Departamento de Estudos Políticos da Faculdade de Ciências Sociais e Humanas da Universidade Nova de Lisboa.
As suas investigações têm privilegiado o estudo, numa perspectiva comparada, das instituições e actores políticos nos séculos XIX e XX – em particular, a construção do Estado liberal, as eleições, o caciquismo e as elites políticas. Actualmente, é o coordenador do projecto O Parlamento Português, séculos XIX-XXI, financiado pela Assembleia da República.
É autor de Eleições e Caciquismo no Portugal Oitocentista (1991), A Construção do Estado Liberal (1995) e Legislação Eleitoral Portuguesa, 1820-1926 (1998). Co-dirigiu as seguintes obras: Who Governs Southern Europe?
