An excellent companion to the Chicago Manual, the Ebbitts' classic Index to English answers the grammar-and-usage why? behind many style rules. Easy to use and highly recommended.

It has simple, easy-to-understand rules about common usage questions. Not as authoritative as Webster's maybe, but it gets to the point faster and is much easier to understand.
