Mosher was an expert on the dynamics of the GAO and added to his expertise insights into the BOB/OMB. This books attempts to see each agency in its historic interaction with the executive and legislative branch. Great insights into the evolving nature of power in Washington make this a must read for serious students of American government.

I love that this book exists. It has great gems from 50 years ago which are so relevant to today. Am I the only person who finds bureaucratic histories to be fascinating in their realness?
