La France quant à elle a été particulièrement active au cours de ses conquêtes coloniales au xixe siècle. Dès cette époque, de prestigieuses voix s'élèvent en Europe pour condamner ce que la prétendue " civilisation " inflige à la " barbarie ". Victor Hugo " espère qu'un jour viendra où la France, délivrée et nettoyée " renverra ses butins.On compte actuellement dans les collections publiques françaises au moins 88 000 objets provenant de l'Afrique subsaharienne. Malgré de nombreuses réclamations de pays africains depuis les indépendances, l'État français n'a pas jugé bon d'évoluer sur cette question, arguant de l'inaliénabilité du patrimoine national. Jusqu'au discours du 28 novembre 2017 du président Emmanuel Macron à Ouagadougou, qui annonça la mise en œuvre dans un délai de cinq ans de " restitutions temporaires ou définitives du patrimoine africain en Afrique ". Il confia alors à Felwine Sarr et Bénédicte Savoy la mission de consulter les spécialistes en Afrique et en France, et de mener une large réflexion sur ce sujet. Le fruit de cette mission est le présent ouvrage, qui reprend le contenu du rapport remis le 23 novembre 2018 au président de la République.Il raconte les spoliations à travers l'histoire mondiale, évalue la part de la France, dresse un premier inventaire des œuvres spoliées, fait le récit des tentatives des pays africains pour se réapproprier leur patrimoine, analyse les questions juridiques qui se posent, et énonce un certain nombre de recommandations pratiques pour la mise en œuvre des restitutions, un des chantiers les plus audacieux de ce XXIe siècle.Un ouvrage passionnant, qui fera date. Car le mouvement de restitution du patrimoine vise non seulement à redonner accès aux Africains à leurs œuvres, mais aussi à fonder une nouvelle ère dans les relations entre l'Afrique et la France, à écrire une nouvelle page d'histoire partagée et pacifiée.

Inhaltlich sehr interessant und nehme viel mit, aber der Schreibstil und die Form (gekürzter Bericht) haben mir den Zugang zur Lektüre ziemlich schwer gemacht leider.

The Report was commissioned by Emmanuel Macron in order to provide primary panoramic view of African heritage condition in France and offer a sketch of its restitution. Theoretical part on deliberately violent acquisition of heritage objects and perceiving accessibility of cultural heritage as a fundamental human right is undoubtedly the strong point of the document - inspiring and thought-provoking. Nonetheless practical part seems to be overly idealistic bearing in mind that after the publication of the document no object was actually restituted (except the sword of El Hadj Omar Tall, founder of Toucouleur Empire, and some spectres from Benin which actually were owned by private collectors in France). Strong emphasis on museums and curators instead of legislators which are the first to take the step towards restitution misguides. Maybe a deeper analysis of how this heritage is entangled in Western narratives would be enriching and provide a more realistic approach to the issue. Nevertheless, salutary intentions which declaratively brought the question of the colonial heritage to the daylight as the hot topic of this century.

Das Buch ist ein von Macron in Auftrag gegebenes Paper, liest sich auch etwas trocken und könnte ausführlicher sein, aber alles in allem interessant und mit sehr vielen Fakten bestückt. Man schämt sich wirklich für unsere europäische Einstellung zu anderen Kulturen.

While it has always been obvious to me that stolen cultural goods need to be returned to African countries, it was this book that first made me realise the gravity of the issue of restitution.

If you are interested in the Topic of restitution this book will be intetesting; it goes very much into Detail which can be interesting for some and Tiring for others - I would have loved to read more diversified on the need of african people getting their cultural belongings back but on the other hand I do know it is a report written und and for certain circumstances: 3,5!
