A bit dated in some premises and ideals, as well as facts and figures. Revised editions that began publication in the 1970's through late 1990's. A lot changes in nearly 30 years, and I feel this book needs to be rescripted. I also read this nearly 20 years after publication, so the fault may be my own for not looking for a more up-to-date reference/primer.

Read for a state and local government class in college. Moderately decent textbook.

what can I say, it was required reading for a class, and it was awful. I did not find it to be helpful at all. I learned more in my H.S. civics class.
