“Where’s Waldo” (called “Where’s Wally” for unknown reasons on this GoodReads page) was illustrated by one person, whereas this book is an assemblage or clip art. Not the worst idea for a children’s book, I suppose, nor is this book without charm, especially if you enjoy hidden pictures.
