Intelligence-led policing is a recent but growing doctrine in policing globally. With the growth in the adoption of modern technology across Africa, it is a matter of time before old policing techniques will become obsolete. Therefore, adoption and implementation of Intelligence-led policing is a necessity for any police organisation in the world who want to be more effective and efficient in an era of declining global funding allocation by national governments.

Intelligence-led policing is not widely understood or practised by most of the officers of the Nigerian police. Consequently, the Nigeria Police Force have institutionally not implemented this policing system operationally in an effective way. This concise book will explain what Intelligence-led policing is, the challenges facing its adoption in Nigeria and recommendations on how it can be deployed and adopted across the policing estate in Nigeria. The future of policing in Nigeria is bright indeed as they are more educated and enlightened than they have ever been. This book is another contribution to supporting the police and building capacity in them to deliver best practice in global policing for the benefit of the nation.

This was a very interesting study of the Nigerian National Police Force by Dr. Charles Omole. He pulled no punches in this thoughtful analysis. In particular, this book outlines Nigerian policing history, status, needs and recommended directions relative to implementing Intelligence-Led Policing (I-LP) for modern effectiveness with the public safety challenges faced in the globalized 21st century. A linked model for all African police forces is basically presented here as well. International funding and collegial support seems appropriate given the scope of these I-LP plans.

In Nigeria, and elsewhere, it has become increasingly important to become more knowledgeable and proactive for crime prevention zoning and associated networks in the underworld rather than chasing the perps in merely reactive, after-the-facts tactics. In many cases, a smaller core percentage of professional criminals commit the lion's share of high-dollar crimes repeatedly in an area or type of activity. Criminal skills, methods, habits, preferences and mistakes are as reliable in the underworld as they are in the sunshine of society. Both fervent capitalists and criminals always follow the money streams and opportunities.

I-LP is the leverage of using appropriate criminal data analysis geographically and across factual data bases to help determine emerging trends, outlier points of interest, and criminal changes patterns of activity to better focus police intervention and disrupt underworld operations (e.g., trafficking, terrorism) and/or increase surveillance to seize stolen assets in real time. Other associated I-LP tactics such as electronic counter measures, discovering hidden criminal linkages, and transportation innovations, which may also provide significant informational and strategic advantages long-term, as Dr. Omole described in a number of practical ways.

We now have the worldwide means for I-LP; however, it will take a long-term force commitment with continuous quality improvements technically and with bright analytical reporting. It does pay, in many respects, to leverage Intelligence-Led Policing for more efficient and effective policing. Well-done Dr. Omole!
