"Celo's Quest" by Deborah Cooke. Book 8 in the Dragons of Incendium series.
This short story is about Celo, Venero's brother (Wyvern's Prince - book 3). It's not meant to be read as a stand alone because you have to know the background story for the series to understand the significance of the information being given.

Celo’s Quest is a gem that Deborah Cooke tucked in the back of the print version of Wyvern's Outlaw or now can be purchased digitally on its own. I loved this short interlude that switches the focus from the dragon princesses to Celo, brother of Venero (Wyvern Prince). It is a simple, quiet, peaceful look into the history of the dragons. With only a hint at a romance to come, it makes it difficult to wait on more of Celo’s story.

In this excellent short story Prince Celo, previously something of a hermit who communed with wild animals, is advised by his friendly raven Nix to set out on a journey to Mount Draco. To his shock, Draco turns out to be a long sleeping dragon who relates to Celo the story of his kind, setting him on a quest to find and reunite the surviving dragons.
