There's some good advice contained within this book regarding how best to approach your congressman (or congresswoman) about an issue important to you.
However, the material is now dated in many respects. It was written, I believe, after the terrible health care reform bill was passed - but before the Republican wave in the mid-term elections. This book was originally written in 1994 as a response to the Clinton-era tax hike. Some of that material still exists in this edition as well.
