Edward Banfield notes the point of this book (Page 3): "This is the study of the way influence works in a large American city." The city? Chicago. He examines a set of case studies of the application of influence--the branch hospital, the welfare merger, the Chicago Transit Authority, the Fort Dearborn Project, the Chicago Campus, and the Exhibition Hall. Then, lessons learned from these are discussed.
