Extraordinarily useful material. As a singular tool for the construction of a city, it is indispensable. Its use is not limited to Vampire, either; the information contained herein could be easily carried into other NWoD settings or games completely outside the WW line. Yes, it's that good.

Why is it so good? In large part, because it's long on ideas, inspirations and flavor. Most sourcebooks focus on NPCs, gear, abilities and the like. Those things tend to be exciting because they are new, not

A lot of great ideas in here, though heavily leaning towards Vampire the Requiem. To be fair, I skipped much of the vampire specific stuff and a lot of the fluff and focused on the game-able parts. The hot pursuit rules are great and can't wait to try them out. The city of millions is something I wouldn't have expected to ever see in a White Wolf game - though I wish it was put in a single table that I could, potentially, roll on.
