この書物は1990年に書かれている。ルーマンの著作の中ではめずらしくコンパクトであるが内容は広範囲である。トートロジー、循環という問題に光を当てており、実践を重視した論調は興味深い。
以下印象的な部分を引用させてもらった。

システムの複雑性は、情報の欠如の尺度である。それは、否定的冗長性(リダンダンシー)にとっての尺度であり、実際の観察により引き出された結論の不確実さにとっての尺度である。

これは、すべての人にとって永遠の課題だ。分からないということの原因はどこにあるか、それでもなお、瞬間は決断を迫ってくるのだ。

意味は、複雑性の代理表象である。意味は、意識や社会システムによって用いられる複雑性のイメージやモデルではなく、簡単に言って、強制された選択可能性という不可避な条件のもとで、複雑性を強力に処理する新たな形式である。

これは、世界をどうするかの形式を言っている。意味、責任、判断の基準である。
