Mainly interesting as a historical text and as a lost paleofuture. What's extraordinary is how many very senior Western politicians took seriously a proposal for a serious revision of global power and economic arrangements, that is, for a new international economic order -- as well as how absent the Cold War is, other than the need for nuclear disarmament.
