Baker's Practical Stylist took my freshman English papers from Cs to As, and I never looked back. The Complete Stylist is still my go-to refresher after 40 years as a writer and editor. Yes, Fowler may be more complete, but Baker's manner of explanation simply transcends the focus on college-level coursework and he will remind you how to get to the exact phrase that will make or break your piece.

Rhetoric, arguement, the styling of language to attract, edify, and convince the reader; this is waht this book teaches. The process of getting started, structural principals, and other methods of organization. A good reference book for students and professionals.
