The book provides a history of Marshall's career and how he conceptualized and sold the "Marshall" Plan to Congress. It also provides some good background into the key decisions that had to be made in setting up its implementation. The book is one part biography and one part history, with considerable politics and economics included. Mills writing style was easy to follow, but sometimes he got bogged down in details, which while important, were a bit on the scholarly side as evidenced by the man ...more

“Winning The Peace” focuses on the role Gen. George C. Marshall played in recognizing the need for an promoting what came to be known as The Marshall Plan.

The Introduction places the Marshall Plan in the continuum of American relief efforts and links it to the George W. Bush Administration’s commitment to rebuild Iraq. Winning the Peace gives a look at how the United States dealt with the reconstruction of Europe and laid the groundwork for events that would shape the future of a continent. Although the Marshall Plan would utilize billions upon billions of dollars it never amounted to a significant amount for any one country but it helped to generate and jumps start hundreds of rebuilding plans across Europe and it brought Europe together in a way it never had before.
