I'm an identical twin so I'm a bit preferential towards twins. That being said, the trope of twins always arguing is a rather inaccurate stereotype.

For beginning readers. Nicely uses a bit of comic book style; boxes for narrative, dialogue bubbles for speaking; twin heroes; villains, action and adventure. The space poodle illustrations are fun! Bonus -- it has fluency list in back of book.
