Buku ini membahas kebijakan dalam beberapa segmen dengan melinatkan contoh studi kasus, segmen kebijakan sebagai kekuatan, agen budaya, dan teknologi politik yang banyak didapatkan pembelajarannya dalam : tahapan musyawarah, pelibatan organisasi, penyesuaian program, bahkan konsep bahan-bahan kebijakan.
