Judith Lansdown's best. Maybe the romance is not as great as you wish. But it has the nicest people in all romances I've ever read.

too much going on. its almost a spoof of regency romances. Mistaken identities, a "hidden" Earl, secret work for the crown, cross-dressing, assassinations, neck-or-nothing riders, animal-whispers....it had everything except witty dialogue, which is what I read regency romances for
