I read /Sand to Silicon: Going Global. Rapid Growth Lessons From Dubai/, by Jeffrey Sampler and Saeb Eigner.

The book gives the history of Dubai, and then compares Dubai to the Silicon Valley and Singapore, explaining what has worked in Dubai and why.
