I think I've only read one Richard Scarry story growing up. It was in this treasury with different authors. Last time I remember reading it, it was falling apart. I at least was able to recognize some familiar faces but only Lowly's name was mentioned from the pool of characters I remembered. This is a "Level 1" book meaning it has repetitive words and simple sentences to encourage beginning readers to sound out words. My 4-year-old enjoyed the story because it's silly.

Excerpt from the book:
"It is Lowly's birthday. Time to make the cake. In goes the mix. In goes the milk. Oh, no!" (the photo shows a big mess in the kitchen).
