Bartlett's study of the Grand Council of the Qing　軍機處 is one of the first studies of Qing Documents 清朝硃批奏摺. It is a vast resource for the study of the Qing government. She traces the origins of the Grand Council in the Yongzheng reign, rising to its height in the Qianlong, and subsequent changes in the Jiaqing era with the Heshen incident. The rule of law, bureaucracy, collegiality, were all important aspects of the Qing Grand Council.

This is one example of American sinology that is excellent.
