Even though it's been 3 years since you asked, I would like to recommend An Enchantment of Ravens by Margaret Rogerson to you. They're not exactly similar plot- and topic-wise but I was reminded of the book while reading Illusions of Fate. One thing that I found similar was for example the great chemistry between the protagonists and their likeable character.

She is also described as an exotic beauty, so tan is probably a bit of an understatement. Honestly, I ended up picturing her as Hawaiin because of the description of her home island.(less)
