In my opinion, the ability to finish a story really sets apart young/novice writers from more serious and skilled ones. (I probably feel this way because I personally felt like I’d leveled up a lot as a writer when I started being able to finish stories). It’s really hard, I know, but there’s a huge difference between being able to just create characters and settings, and to actually take those elements through a cohesive story arc.
What really helped me to finish stories was to at least vaguely know how they would end, before I even started writing. But that’s just me.
