Sometimes it's a simple matter of distractions or not being in the mood. Sometimes an idea needs time or a change in perspective before it's ripe enough to be written. I think there's a season for everything. We might not be in our own personal harvest season. We might be in winter, taking in ideas and letting them bake a while. Just like the earth has to have its rest, our creativity has to have its rest. That's when you give your brain a holiday and allow it to play for a while. However, if you are working on a project and know where it's going, but feel stuck, you can back off and ask yourself what you're trying to accomplish in that scene. Is the way you were handling it the only way? If not, is that the best way? I tend to trip over things if they aren't heartfelt, if it's cliche, if it doesn't make sense for some reason elsewhere in the story, or if I'm trying to force a personal theme on the characters that just turns out to be a dumb idea. Make a list of what has to happen and in what order. Think of that scene as if it's a story in itself. What's interesting about it? Invest yourself in the scene by putting yourself in the head of the character, and let your senses guide you through it.(less)
