It was published in two instalments in the now defunct daily newspaper ‘The Muslim’ in the last week of September, 1979 and was appreciated for its condensation of the debate about the policies pursued during the Ayub regime and their short term and long term consequences. I intended to follow it up by writing a similar long form essays about the successive periods of Pakistan’s development history. However due to paucity of time at my disposal during the service I could not complete this exercise.

After my retirement I started working on it and its first volume is in front of you in the form of a short book about the six decades of history of economic development of Pakistan. It will be followed by volume two in which I will discuss the challenges Pakistan is facing in general and its political economy in particular and how far it can respond to those challenges as well as a plan of action to do so.

Free from unnecessary jargon, notes and graphs, it is in between an article which you can read in one sitting and a book for which you need many days. Although I have written this book primarily for the students of development studies and general readers but others also, may be economists, students, policy makers and public servants can find it useful as a short handy book which attempts to chart the 60 years of the journey of a post-colonial state in the backdrop of changing global perspectives. Specifically, it tries to raise some questions- what went wrong and what worked during the development process of a post-colonial state, and ends with the lessons learnt which provide guidelines for countries struggling to improve the quality of life of their citizens.(less)

Public Policy Formulation in Pakistan: Challenges & Response

Introduction

Pakistan is a federation being governed under a parliamentary form of government. Being a functioning democracy, its policy formulation process, by and large, resembles any nation-state having fairly well-functioning democratic institutions. There are multiple institutions and stakeholders which take part, directly as well as indirectly, in the formulation of any public pol

“I looked back to see if she was looking back to see me look back. She didn’t. Suddenly a thick layer of mist covered her and I only saw a silhouette in black moving away from me. Slowly it turned into a shadow and then a dot. Strong wind blew the fog. She had gone from my life like the way she came.”

“Every event has a context, the peculiar situation obtaining on ground at that particular moment in history, which gives the specific causes responsible for that event greater relevance than at any other point in time. Without understanding this context, it is not possible to determine the relative significance or otherwise of these specific causes.”

“Khizar, can you see that star emitting bright yellow light?”

She asked me while handing over the binocular she was using to see the stars. We were standing on the terrace of our university cafe. I looked through the very powerful lenses of the binocular and said

“Yes, I can see. Looks like a star that must have died millions of years ago but we can still see the stardust it emitted while exploding”

She took the binocular from my hands, looked into my eyes and said

“Khizar, you know memories are like those particles of the stardust of a star which died millions of years ago but we can see them emitting lights now. I hope you won’t become a star that once existed in my universe”

I looked at her. Except for the tears floating in her eyes betraying the emotional turmoil she was suffering from, she was as calm as the sea is after a storm.

They say that every atom in a human body is the grain of the stardust of the stars which exploded millions of years ago.

Then I understood why her eyes used to sparkle when she was looking at me.”
