Kenneth Lapuz is on page 261 of 262 of Ceremony: Although it did seem like Tayo was performing the ceremony only for himself, I believe he was also doing it for those who were affected by the contact with the outsiders, those who fought at war, and those who were affected by the drought. Yes, rain has not yet returned to Laguna, but I sense that it will due to the parallel with the story of Hummingbird and Fly - they saw rain return after completing their ceremony.
