Is it significant that a book is shortlisted for a prize, given publishing politics and personal subjectivities?

18 books have been shortlisted for, say, the 2012 Commonwealth Book Prize, out of a worldwide grand total well over 1.5 million books. Of these, nearly 75% are self-published and thus ineligible for a major prize even if they could potentially be masterpieces. How significant is being on such a shortlist? How equitable is it?
