Le Guin's The Eye of the Heron and The Left Hand of Darkness deal a bit with prison camps and confinement, but neither plot quite matches the OP description.
I remember very little of this novel except for the fact that it is set in a society where prison is voluntary. The twist is your details, face and crime appear on a poster. So prison really becomes an asylum from the vigilantes. I believe the author was Ursula K. LeGuin
