2167401 Correction! It was apparently a tie between the novel I mentioned in the first post and Emissaries from the Dead An Andrea Cort Novel by Adam-Troy Castro.

2167401 Terminal Mind by David Walton won the Philip K. Dick Award for best original paperback published in the US in 2008.
