I would actually give it a three and a half. A solid, enjoyable read. There are plently of characters, which could lose a few readers, but they are so well-done that I had no problem keeping up.
Intrigue and some mystery, wrapped up in quirkyness and the light history of Salem, Massachusettes. The ending was no surprise to me, but I bet many readers won't see it coming.
Very well-written and easy to move from chapter to chapter.
