If you have a basic working understanding of Shakespeare's language, I always recommend the Arden editions. The notes are extremely detailed - too much for some people, but I love the extensive explanations of all the historical, literary and mythological references, as well as the inclusion of all emendations from the original quartos and folios, and all the major early editors. And The Tempest itself is one of my favorite Shakespeare plays.
