Vonnegut is narrating it as if he's explaining everything to someone who's not from Earth. Haven't had a writer do that before. Most science-fiction has normal humans encountering alien beings or exploring alien worlds. This is dealing with some mundane human daily life stuff, but from a detached, objective, (visitor's) perspective. It certainly makes you see things differently. Absurd. It makes most of what we fear or take so seriously seem absurd. I'd be interested in what my existentialist psychiatrist friend from college would think of it.
