Another dystopian young adult novel, this book focuses on humans devastated by a bio-engineered plague and dying out because newborns quickloy succumb to the virus; a government verging on totalitarianism passes laws requiring young woman to be perpetually pregnant in hope that a child will survive; the rebel Voice and the enemy bio-engineered partials, believed to be the originators of the virus, are constant threats. Young medic Kira and her friends determine to capture a Partial in the hope of studying in and finding a cure but when they succeed they learn many dangerous secrets.
