The Dosadi Experiment by Frank Herbert
The Dosadi Experiment is not connected to Herbert's Dune series, but it features variations of some of the same themes of that series: how civilizations begin to stagnate when they become too secure; how inhospitable environments shape strong people; how laws and governments that do not change lead inevitably to autocracy of one form or another; how often the very threat that we think will destroy civilization can revitalize it if we can overcome our fear of change. The book also features the strangest courtroom drama I've ever read or seen. This isn't a bad novel, but it lacks the mythic quality of Dune.
