Okay. Let me start off my saying: no, this isn't the BEST book in the series. Mainly because, after reading the four books that comes after this, I now see this book as purely a character introduction book. While reading this book, it is very cutesy, a little cheesy, and you might be wondering how there will be four books to come after this. Well. Let me tell you. These books gradually fade from this (a light, cheery, and fun "mystery"/action book) to the newly released fifth book (dark, very suspenseful, still a little romantic, and very enticing). Ally Carter has done a phenomenal job with this series, but you really need to read this book first. I promise that once you start reading the rest of this series, you will be hooked.
