This is not your usual SF book. Ursula K. LeGuin explores in a fascinating and thought-provoking way how anarchism could work as an alternative to other governmental forms. She looks at it from different angles and raises many interesting questions. The conflict between individual freedom, the needs of the society as a whole to survive and competing personal goals cannot be resolved. One can only find a compromise that works for the major part of the people and keeps the society stable. The question "what is best" cannot and will not be answered.

I have already read the book ~15 years ago but couldn't remember much. I was surprised that it hasn't aged and found it very refreshing. A true SF classic and highly recommended!
