This book was boring. Every "twist" could be seen from a mile away. There was absolutely no suspense, because all of the characters spend more time thinking about what they're going to do than actually doing it. A lot of the action happens "off-screen", while most of the actual story is told in internal monologues or in dialogue. Not a lot of the book happens in action scenes, in the moment. It's just bad storytelling, and I think Mercedes Lackey has gotten lazy. The early Valdemar books weren't told this lazily. I could go on about how bored I am with the whole evil queen/mother business being rehashed without even a different take or a spin of any sort, or how many missed opportunities were contained in this book with the lottery and (view spoiler) but really, what's the point? It's a boring book.
