Sequel to City of Ember. What is life like on the surface, and how did the survivors on top fare compared to the survivors underneath?

How does society learn from its' mistakes, if it even does? How easily does a war begin, how simple and how complex can it be?

Does it matter which scenarios play out as to how it affects the nature of humans?
And if they do learn to avert disaster, to not make the same mistakes, what then?
