Summary: In the future due to over population families are only allowed two children. The Population Police are charged with enforcing this policy, however rules tend to get broken sometimes. Luke Garner is the third child of his family which has worked out so far as his family lives in the woods and no one is around. However when a housing development pops up near their house with a high ranking offical of the Population Police living their Luke and his family become worried. Luke who has never had a friend, never met anyone outside his family discovers that the high ranking offical Mr. Talbot has an illegal third child also and her name is Jen Talbot. Jen is the first true friend that Luke has and she needs his help to organize a protest to get the population law repealed.
Main Characters:
Luke Garner: the illegal third child of the Garner family. He has never gone to school and never really ventured outside of his home as he was born against policies of the nation.
Family Members: Mr and Mrs Ganer, Luke's parents, Mark and Matthew Garner, Luke's brothers all of whom know what will happen if Luke is ever discovered.
Jen Talbot: Luke's first friend and also a illegal third child. Daughter of Mr. Talbot a high ranking offical in the Population Police.
