I read this out of order -- it's both set before, and was written before, "Rule 34," but I didn't read it until afterwards. Given that as a result I knew how some of the characters ended up, it was still a fun read and didn't suffer at all. Both stories stand firmly on their own, and only share the same background and environment.

Halting State is probably the most approachable of Stross' novels, and has less inside-baseball tech humor than the Jennifer Morgue series. As a result, it's a bit easier to recommend to a wider audience.
