A book set in Washington DC about a country (and world) on the brink of catastrophic climate change - I should love this book. However, I struggled to get through it. I had a hard time understanding the characters' behavior (why they did what they did) and didn't enjoy the pacing of the story. This book is almost entirely setup and it gets really boring, really fast - even for someone like me who knows the setting of the novel, likes the topic and politics, and can appreciate all the hard science in the book.
