I love the Pern books and have for thirty years. Dragongirl was the first one that disappointed me, and Dragon's Time is just as bad. When trying to analyze why I didn't like them, I noticed that these two books are almost completely dialogue. There is very little narrative to show the characters' actions and feelings. Instead of being part of the scene, the reader is there as the characters talk about what happened. Also, Fiona is not typical of McCaffrey characters. She's selfish and weak, and her penchant for pulling everyone into her bed and complaining she's tired got old very fast.
