Banks seems to still be finding his feet in his first sci-fi novel, with thin characters and kind of a dumb plot. But it's what going on around those things that matters. His one big idea for the Culture's already taking form -- a society in which technology has made all things possible, including Utopia -- in all its huge and delightful imaginative scope. So much so that this book's futurism, though now almost 30 years old, hasn't dated itself at all. Even the greatest science fiction writers often can't claim that. They can, however, claim to have chosen any number of titles better than "Consider Phlebas."
