This is an incredibly important book that nobody has read or probably will ever read. I found it for $1 in the Half Price Books clearance bin. And it's not easy to get into - Medvedev writes like the Russian engineer that he is, with very dense paragraphs that are awkwardly constructed, and this book obviously underwent minimal editing when it was translated into English. However, if you can get past this shortcoming, you'll find an incredibly detailed account of WHY Chernobyl happened - the specific design flaws, obstinate personalities, and policy errors involved. For a serious student of US public policy, this is a great book, and the parallels between Soviet nuclear policy in the 1980s and US nuclear policy recently (especially under GW Bush) are alarming. Definitely recommended if you have the patience for it.
