Upon a closer re-read, I've upped the score to 4 out of 5. It's a better book than I perceived it to be 20 odd years ago when I first read it. It has all the great Dick ingredients: paranoia, the questioning of identity, humanity, isolation, and the sheer futility of it all. My sole hang-up with the story is the occasionally bouncy narrative. Dick disguises the serious nature inherent in his stories with an almost jocular presentation and this book is no exception. This is a dark story that required the requisite dark treatment (and got it in the film) but here, it's almost too flighty.
