There is a lot that I don't understand about Consider Phlebas.

It moves across endless reaches of space.

It has annoying characters.

It has two races engaged in a desperate war for primacy.

It has an extra, heaping helping of paranoia.

It has several anti-religious screeds.

It has an incomprehensible card game.

It has more excrement and other bodily emissions than most science fiction stories. Possibly all other science fiction stories.

It relies on luck to drive the story forward, most, if not all of it remarkably bad.

It has a ridiculous "where are they now" appendix that lacks the charm of the one at the end of the movie, Animal House.

I still can't figure out who are the good guys and who are the bad guys.
