This was MUCH better than the previous one in the series. Things happened, there was tension, people might have been murdered. That said, this was a much better romance novel than spy novel. The spy part of the plot was overly complicated and brought in issues far outside the realm of the previous novels. I also feel the naming convention for this series is getting a bit stretched. The title here makes no sense at all, and as I recall, in the author Q&A at the end of the previous book Willig said as much herself.
