In a word: tremendous. A highly engaging, well crafted crime novel -- made all the more impressive by Perry's ability to get the reader to identify with main characters on each side of the law (Justice Dept. analyst Elizabeth Waring & the title character -- an otherwise unnamed professional hitman). Tight plotting, & excellent job of explaining enough to engage/inform the reader while leaving enough "in the shadows" to continue the sense of mystery that permeates the world in which the novel is set.
