The premise of thinking of your time in weekly blocks of 168 hours is a good idea and the author gives some good advice about "spending" those hours working toward things that actually matter to you. Her exercise of creating a dream list of everything (100 items, 1000 items, whatever seems limitless to you) that would bring you pleasure (from having hershey kisses on hand at all times to travelling around the world) was also cool.
More philosophical perspective than front line time management tips, but a worthwhile read.
