I wasn't that big a fan of the first two books but this one was a lot better.

Having a male Psy lead is really interesting and intense. Judd Lauren dropped out the psynet when the rest of his family were sentenced to rehabilitation, aka mind destruction. While the rest of the family have integrated somewhat into SnowDancer society Judd remains coldly Psy. He can't afford to break his silence as he's an Arrow and a subgroup of Psy that would turn murderous without it. His control is breaking though as he helps with the healing of SnowDancer Brenna after her abduction by a Tk-Psy (in the first book). But Brenna is being targeted herself as Enrique's experimentation on her mind causes unnatural consequences.

Sure its obvious how its going to end but the journeys really fun. Judd is a really interesting character and his transition through silence is very well plotted.

The world is also increasingly interesting as the Psy move to take out the powerful SnowDancer and DarkRiver packs. The Psy are also thinking of deepening their conditioning but the resistance is growing with the introduction of the Ghost. I loved the sci-fi/supernatural feel.
